ultralight info on ebay question

Good Evening all,
I was searching eaby tonight and came upon the following listing: http://cgi.ebay.com/ws/eBayISAPI.dll...542293253&rd=1

Is anyone familiar with this product/document or know this seller. I'm wondering if this is a scam of some sort or from a respected and knowledgeable pilot.
