balloon kills vs. no balloon kills

Hello,
While reviewing some of the aces list of kills, I realized some aces scored a lot of balloon kills while many didn't score any. I'm sure there are multiple reasons for this. What were some of the leading variables that determined who shot down balloons and who didn't? Was it influenced by pilot preference, skill, unit mission, location of unit, or other variables I am ignorant of?
