Using the same sources (I presume 'wiki' is not good on this?) the Prussian Army had a 'Luftschiffer Detachement' attached to the 'Eisenbahntruppe' in 1884. This became the 'Luftschiffer Abteilung' in 1887 and then the 'Luftschiffer Bataillon' (with two companies) in 1901. This was enlarged again later in October 1911.
However, reference aeroplanes, rather than balloons or airships, officer volunteers to be pilots were being trained from 4 July 1910 at 'Flieger Kommando Doberitz' (please excuse lack of accents). Although apparently without much official encouragement, this support came more obvious on 1 April 1911 when it was retitled 'Lehr und Versuchsanstalt fur das Militarflugwesen' (although evidently still not worthy of being included in the military budget) this came under the office of 'Inspektion des Militar Luft und Kraftfahrwesens'.
The Bavarians went their own way with the 'bayerische Militarflieger Abteilung'
