This is what I have dug up so far:

Major Albrecht Philipp Karl Julius Freiherr (Baron) von Richthofen - Was the Commander in Harelbeke /Belgium where he was charged with overseeing the geographic area in which his sons operated. Harelbeke is a municipality located in the Belgian province of West Flanders.

Kortrijk is just 25 km from Ypres and formed during World War I a transit post to and from the front. During World War I stayed an average of 6000 German soldiers in Kortrijk. That were on the one hand front soldiers, in transit to or from the war zone and, on the other hand, German drivers, such as Ortskommandant Albrecht major von Richthofen and his staff. They settled in the city. (Translated from Dutch)

Here is a link to a tread I posted earlier this fall about a website about Courtrai/Kortrijk Most of it is in dutch

Courtrai under occupation (Kortrijk Bezet)

Albrecht apparently became commendant in Kortrij in November 1917 but as tom states probaly was staioned in the area before. he can not have been to popular in late 1917 since he conficated all the wine for the german troops in time for Christmas

Still the question remains - what unit identification was he attached to and where were his headquarters located?

I got my "Mother of Eagles book" a few days ago (Kunigunde von Richthofens book (Mein Kriegestagebuch" in an english translation with some comments) on page 105 Kunigunde writes from november 1916 that Albrecht has been made military commander of Linselles Linselles is a small town in the province of Nord Pas de Calais around 12 kilometers from Lillé and very close to the border to Belgium. French wikipedia notes that the town was hard hit by the war

The German General Nikolaus Ritter von Endress writes in his diary from okt 5 1917 that he has wisited the city and met its commendant Major von Richthofen the father of the famous Aviator and that the Major was very proud of his sons ! but was almost deaf which made it difficult to comunicate with him.
(Der Erste Weltkieg Kriegstagebuch von General Nikolaus Ritter von Endress 1914-1918 page 344-345 )

So we can say that Albrecht von Richthofen was comendant in Linselles from late 1916 to oct-nov 1917 and comendant of Courtrai/Kortrijk november 1917-oct ? 1918
