Wing Tip Navigation Lights

I am helping a retired Korean war veteran who is down sizing and moving south.
From what I understand, his dad was in the 44th Balloon Regiment during WW1. He has this set of navigation lights from his dad hanging in the barn. I told him I would find out what I could about them. Any info you can give me on these, I will pass along. Thanks

PS-These are amazingly complete from what I can see. Slotted nuts and cotter pins are still intact.

Make that the 44th Balloon company during WWI. Do these look WWI?
