USAS Balloonist LT Harlou Neibling

LF: Information on US Army balloonist. He was apparently decorated with the DSC for surviving scary encounters with German fighters. Found his DSC citation online.
Request references where I might find pix and more info of this guy and/or the 2nd Balloon Squadron (Company?) and what Germans may have been after him, on 02 Sep 18.
