Thanks Gents. It turns out Case was an observer with the 99th. Volume III of "The U.S. Air Service in World War 1" leaves no doubt. It shows him flying two missions on September 16, 1918 for a total of ninety minutes. A flight in the morning was described as a "courier" mission with a pilot named Eaton , that afternoon a reconnaissance with a pilot named Castleman. The 99th's observers had a rough time that day having one killed and one seriously wounded although the Squadron lost no aircraft.
