The following is "typical", there were always exceptions:
In the Royal Naval Air Service, a scout squadron was typically formed of 15 aircraft in late 1916/early 1917 (3 flights of 5 machines) rising to 18 or 19 aircraft by late 1917/early 1918 (3 flights of 6 machines, plus a spare for the Commanding Officer).
From the middle of 1916 to late 1916, the RNAS scout squadrons tended to have even fewer machines.
