WW 1 Aircraft tires

Yesterday , as our gaming group was playing Dawn Patrol, someone asked about the spot that appears on the wheel covers on all the prints in my basement. It what finally decided that it is an access point to get to the valve stem for the tyre. Does anyone know if our assumption is correct?
Thanks,

Dan
