Round projecting vents for rotary engines ... ?

Time to display my ignorance. The apparatus that projects into the cockpit, behind the firewall, with rotary engines ... what is it, what does it do? Invariably, it has vent pipes leading off to the sides and projecting out of the fuselage sides, but I don't know if it is to draw air or vent gasses or both.

On the Eduard 1/48 Camel, the kit shows the vent pipe located in front and below the instrument panel, which doesn't match any drawings I've seen, but at the same time, about half of the Camel cockpit shots I've seen DO show a sturdy horizontal pipe in front of the instrument panel, near the bottom. What is THAT?

While I'm at it, what is the vertical wire for that runs between the Camel fuselage bottom and the landing-gear axle?
