Question Parachutes and balloon observers...

.
Well, we know that balloon observers of all involved parties were equipped with parachutes long before crews of aircraft had the chance to get this life-saving device.

But when did this equipment reach the various units of the different nations? How many nations were depending on deliveries from their alliies in that connection (probably Turkey, Russia, Romania, etc.)?
