The organization concerns the French pioneer air mail service, which amongst other aircraft flew the Breguet 14 and, apparently, the Salmson 2A2.

I still have an old 50 francs note, which featured Antoine de Saint-Exupéry, who wrote Le Petit Prince (The Little Prince) and was also a pioneer air mail pilot. There's an image of a Breguet 14 on the reverse side. He went missing while flying a reconnaissance mission in a P-38 in 1944.
