Nothing I've got as reference material gives a specific date but deliveries of Strutters to the RNAS began in February 1916.
B Sqn was created on 1 March 1916 and 4 Flight was initially equipped with the BE2c and received Strutters some time after then.
C Sqn was formed in June 1916 and appears to have had Strutters upon formation.
So, 1 Naval Wing began operations with the type somewhere between March and June 1916.
