In researching my history of the aviation Medals of Honor (Smithsonian Press, patooie, 2003) I found no mention of renewed interest in an MoH for Luf. IMO his action, though gallant, did not meet the above & beyond requirement. But being objective, neither did
EVR's, which additionally was not properly documented. (He finally received it after 12 years of lobbying congress.) If you talk to MoH recipients many of them will tell you that it's often awarded for doing a good job rather than A&B. The process is highly political and has been since its inception.
